Congressional earmarks could soon make their return if Democrats have their way — a move that is likely, as a handful of GOP lawmakers are voicing support for exploring the idea.
Top Democrat lawmakers, including House Majority Leader Steny Hoyer, are pushing to reinstate the tool of allocating money to a specific project or entity, which is often used as a negotiation tactic among lawmakers to get a bill passed. Bringing them back could take place in early 2021, placing Republicans who have been opposed to them in a tough spot as some of their colleagues warm up to the idea.
