President Donald Trump told Congress in a letter Friday that a ceasefire with Iran has paused the 60-day War Powers Act clock. He also called the law "unconstitutional," escalating a dispute over whether the U.S. is still legally at war.

At the same time, a parallel question is stalling diplomacy in Tehran: who has the authority to commit Iran to an agreement?
