Trump Backs FISA 702 Despite Past Abuse Claims

President Donald Trump said Tuesday he is working with House Republican leaders to secure a clean extension of Foreign Intelligence Surveillance Act Section 702 authority.

"I am working very hard with our Great Speaker, Mike Johnson, along with Chairman Jim Jordan and Chairman Rick Crawford, to get a clean extension of FISA 702 through the House of Representatives this week," Trump wrote in a Truth Social post.

Trump called on Republicans to support a procedural vote to advance the measure.

"We need to stick together when this Bill comes before the House Rules Committee today to keep it CLEAN! I am asking Republicans to UNIFY, and vote together on the test vote to bring a clean Bill to the floor," he wrote.

Trump acknowledged past concerns about surveillance authorities, pointing to what he described as improper use of FISA in prior investigations.

"I was a victim of the worst and most illegal abuse of FISA in our Nation's History," Trump wrote, adding that earlier actions involved "FISA Title I, the Domestic Collection, not FISA 702, the Foreign Collection, which needs to be extended today."

Trump said he supports renewing Section 702 despite those concerns.

"While parts of FISA were illegally and unfortunately used against me ... I am willing to risk that as a Citizen in order to do what is right for our Country," he wrote.

Trump argued the authority remains critical for national security and military operations.

"Our Military desperately needs FISA 702, and it is one of the reasons we have had such tremendous SUCCESS on the battlefield, both in Venezuela and Iran," he wrote.

Trump said U.S. military leaders view the program as essential.

"I have spoken to many Generals about this, and they consider it VITAL," Trump wrote. "Not one said, even tacitly, that they can do without it — especially right now with our brilliant Military Operation in Iran."

Section 702, enacted in 2008, allows U.S. intelligence agencies to collect foreign intelligence information by targeting non-U.S. persons outside the United States.

The authority permits the collection of information related to national security threats, including terrorism and weapons of mass destruction, under procedures approved by the attorney general and director of national intelligence.

Section 702 prohibits targeting U.S. persons or individuals in the United States and bars "reverse targeting," where foreign surveillance is used to gather information on Americans.

The program is also subject to oversight, including annual review by the Foreign Intelligence Surveillance Court and compliance monitoring by federal oversight agencies.
