The following article is Part II of a two part series:

What will the Biden-Harris left-leaning Democratic presidency do to combat and defeat the ever-growing criminal organization — the Russian vore v zakone or thieves-in-law here in the United States?

If history is a prologue, nothing!

The Democratic party and its various supporting players — Anarchists, Antifa, Black Lives Matter (BLM), Socialists and similar organizations announced their
"change America" plans via Sen. Chuck Schumer, D-New York. Schumer stated on November 7, "Now we take Georgia, then we change America."

Since the mid-1980s, the Russian criminal groups settled in New York City and in particular, the Bronx borough. Over the last years of the 20th century, the Russian criminals went nationwide from New York to California and dealing in every imaginable criminal enterprise.

Unlike the American criminal gangs, the Russians criminal cartels also interact with political officials, whether in Russia, Ukraine or America — more so than the American Mafia. This interaction is meant to complement the government, albeit, at arms length. Thus, some task the government wants done, but is too risky politically or diplomatically, a branch of the vore v zakone, (thieves-in-law) is available to perform.

Of course, the thieves-in-law has an IOU from the government. The ancient proverb, "The enemy of my enemy is my friend" is part of national statecraft today and tomorrow. U.S. political parties have demonstrated a less than expert ability at this kind of statecraft. Thieves-in-law always cash in the IOUs.

Experts in Organized Crime matters opine that Russian President Vladimir Putin tolerates the Russian criminal organizations. As a former KGB field officer, Putin knows both military/security workings and the criminal organizational workings. By toleration, Putin permits the crime gangs certain national activity, but not enough as to impact and anger the population. He prefers and encourages outside Russia — criminal activities which are heavily monitored and used for military and political intelligence gathering.

Putin acts through close allies, who are also government ministers, such as Viktor Zubkov, chairman of Gazprom PAO, a gas exporter.

The Russian Mafia is well-settled in the United States and heavily in New York City since the collapse of the Communist rule of Russia in 1991. The people of Russia responded in different ways with Communism's collapse.

With the demise of the Communist Soviet Union, thousands of former Security Services, police, military and foreign intelligence operators were unemployed. So they drifted to the various criminal groups exploiting their abilities, contacts and skills. Many were experienced with American operations and European operations. Thus, a natural and profitable migration occurred.

The concepts of freedom, personal freedom, free market economy and political freedom were both pluses and minuses for the Russian population. The adage, "water seeks its own level" applied to non-Communist Russia.

Thus, in the field of entrepreneurship, ex-bureaucrats, ex-military personal and ex-criminal prisoners sought to re-invent themselves. New operatives joined established Russian cartel operatives — bringing new creative blood to a stagnate enterprise.

From 1991 through 2000, Russian criminal groups began their growth and internationalism. This period saw violence decline and international criminal expansion. Which, in turn brought unity and harmony to the Russian crime scene. By the beginning of the 21st century, all was well within the crime organizations.

Semion Yudkovich Mogilevich (born June 30, 1946) is considered "the Don of Dons" or "Capo dei Capo" (Capo di tutti Capi) of the Russian criminal organizations. He is also known as "The Brainy Don."

He was born to a Jewish family in Kyiv (Kiev), Podil section, Ukraine. Podil is the centuries old section of Kyiv. It is considered the trade and Jewish quarter.

Mogilevich's journey as Russian crime boss, began in the 1980s with his money-laundering schemes. In 1991, he moved to Hungary and married a Hungarian woman. Over the years, Mogilevich moved about and now it appears he claims citizenship in Ukraine, Russia, Hungary and Israel and carries the countries' passports.

The various Russian criminal groups, considered as a unit, appear to be the leading Transnational Organized Crime (TOC) group now. The Italian Mafia, the Asian gangs, African crime operators and the Central/South American drug smugglers pale in comparison to the Russians in size and scope of operations.

The Africans and the Central/South American operations are mostly one-type activities, fraud schemes by Africans and drugs by Central/South Americans.

American Mafia operations remain the same for decades — some drugs, some prostitution, some money-laundering, some gambling, etc.

These Russians know no bounds and are not gentrified.

Recently, tabloids are proffering that Donald J. Trump is a tool of the Russian Mafia. They do admit there is no evidence to support their allegations, but write thousands of words trying to link Trump with the Russian crime groups.

Other than these tabloid "hit" pieces, the American newsmedia is silent on the Russian criminal gangs.

Is Schumer's change unbridled Russian crime gangs?
