Rush Limbaugh questioned a new policy of consent as it relates to sexual activity on a college campus during his radio show Monday.
Speaking about
Ohio State University's policy that requires students to give each other verbal consent before and during sexual activity, along with why they are partaking in the act, Limbaugh said the rule "takes all the romance out of everything. Seduction used to be an art, now of course it's brutish and it's predatory and it's bad."
Limbaugh then asked his male listeners if a woman saying "no" can actually mean "yes."
"How many of you guys, in your own experience with women, have learned that no means yes if you know how to spot it?" he said.
The Ohio State
policy reads, "Consent is the act of knowingly, actively and voluntarily agreeing explicitly to engage in sexual activity. Consent must be freely given and can be withdrawn at any time."
Consent may not be given if one of the people involved is "severely intoxicated or unconscious . . . physically or developmentally disabled, once a person says 'no' . . . [or if] the victim is under the age of 13 or is elderly."
Consent, according to the policy, means "sober, not coerced, imaginative, enthusiastic, creative, wanted, informed, mutual, honest, verbal, [and] the absence of 'no' does not mean 'yes.'
"It must be asked every step of the way, [and] it cannot be implied or assumed, even in the context of a relationship."
Said Limbaugh, "So, as long as the girl's 13, she can give consent for sex provided it's creative and enthusiastic."
