It is the first time in modern political history that a state legislature has had to move to appoint its own electors.
States face a deadline Tuesday for settling all contests involving electors. Those chosen meet Dec. 18 in their state capitals to cast their ballots, which are counted Jan. 6 in a joint session of Congress.
Republicans were concerned that legal rulings in several courtrooms could swing the state's 25 electoral votes from President-elect Bush to Democrat Al Gore. Whoever wins Florida will have the Electoral College majority to become 43rd U.S. president.
