GOP leaders have promised an open floor debate, and that means uncertainty. A lively debate appears to be exactly what House Speaker John Boehner wants.
“I think Boehner is excited about the floor debate becoming chaotic,” one Republican leadership staffer tells The Hill.
Republican Whip Kevin McCarthy won’t try to marshal votes for or against individual amendments, so congressmen can vote how they want.
House GOP leaders have said their bill cuts spending by $100 billion, but that’s relative to President Barack Obama’s fiscal 2011 request, which is history.
The reduction is $61 billion from current spending levels, inadequate for many fiscal hawks.
