President Donald Trump is readying a major foreign policy speech to be delivered before the Nov. 3 election that will focus on China, negotiations with Russia on a new nuclear arms agreement and possibly further troop withdrawals from Afghanistan, NBC News said quoting unidentified sources.

The Trump Administration already has announced it plans to reduce the number of military personnel in Afghanistan to 4,500 by the end of November. A decision to cut that number further to 3,000 by early 2021 has already been reached by the administration, NBC said citing its anonymous sources.

Troop strength had been reported at 8,600 as of mid-July.

Trump posted to Twitter on Oct. 7 that he plans to have all troops out of Afghanistan by Christmas.

NBC also reported that Trump has been seeking specific initiatives from his national security advisers to include in the address.

Trump also is expected to tout his successes in the Middle East, most notably the Abraham Accords in which the United Arab Emirates and Bahrain have established diplomatic ties with Israel. Secretary of State Mike Pompeo on Friday told Newsmax TV that more Arab states would join the UAE and Bahrain in essentially making peace with the Jewish state.

The unidentified sources said the timing and venue of Trump’s address has not been decided, nor it would come during a campaign stop or at an official White House event.
