Biden Defends Tax Increases, Says It Won't Be Done by Executive Order

Joe Biden, the Democrat presidential nominee, said Thursday night that he won’t use executive orders to get things done — including raising taxes.

In an ABC News forum held at the National Constitution Center in Philadelphia and moderated by the ABC anchor George Stephanopoulos, Biden said he prefers building a ''consensus.''

''We're a democracy. We need a consensus,'' he said.

Biden said he would, if elected, raise taxes on those making over $400,000 a year, and also raise the corporate tax rate to 28%.
