Presidential counselor Kellyanne Conway Monday acknowledged that there were many protesters over the weekend who breached social distancing and masking guidelines, but complained that governors in their states "have physically distanced from common sense."

"First and foremost, we want people to adhere to the COVID-19 guidelines," Conway told Fox News' "America's Newsroom." "People should read those guidelines. We need physical distancing of 6 feet, and wear that face covering."

But in some places, she said, the governors' rulings make no sense.

"In Michigan, you can smoke grass, but not cut your grass," Conway said. "This doesn't make sense to many people. This is not domestic rebellion. I look at those people and I see forgotten men and forgotten women economically...today is April 20 and we have tens of millions of Americans right now staring at their bills in May. How are going to meet the bills in May?"

Her comments came after President Donald Trump on Sunday said some governors have gone "too far" with their restrictions.

Meanwhile, she noted that Treasury Secretary Steven Mnuchin feels "very confident" that a deal is coming to allow more money for small businesses that have been hit hard by the coronavirus pandemic.

"(Trump) has taken immediate action that every time one of these relief packages related to the COVID has hit his desk, he signed it," she said. "That $2.2 trillion several weeks ago, he signed it immediately."

She also called on Congress to "get back here" and approve legislation to get the extra funding out for businesses.

Conway also on Monday said the White House has been "very focused" on coronavirus testing. "We had about 85,000 a month ago and now we are at 4 million," she said. "We will be at 5 million by the end of the month."
