President Donald Trump has a chance for a "reset" Tuesday if he projects a more optimistic outlook than he did in his "gloomy" inaugural address, GOP strategist Karl Rove said Sunday.

In remarks on Fox News Sunday, Rove said Trump has to be "very careful about it appearing to be too self-congratulatory" in his State of the Union speech before Congress.

"This is a moment to compliment the American people and to compliment the Congress for their cooperation with him on tax reform and regulatory relief," Rove said.

"But this is a moment where he can reset, but the reset depends upon him following through in the weeks and months ahead," he continued.

Rove said Trump can use the nation's optimism on the economy as a theme for his SOTU address — a contrast with his "American carnage" remarks from his 2017 inauguration speech.

"This is the moment to strike that note of optimism that he missed in his inaugural address when he talked about that dark and gloomy place called America," Rove said.
