When Ukraine put a target on two Russian-linked oil tankers on Nov. 28 in the Black Sea, it triggered the law of unintended consequences of war: Insurance rates spiked for shipping in Russian waters.

Maritime authorities said the Ukrainian naval drone strikes produced fires aboard at least one ship and evacuation of its crew.
