President Barack Obama is going into his speech about how the country plans to combat the growing threat of the Islamic State (ISIS) at a deficit because he has not been consistent or kept his word when it comes to foreign policy, say Republican strategist Thomas Del Beccaro.
"At this late stage, there is very little he can do," Del Beccaro told Ed Berliner on "MidPoint" on
Newsmax TV on Wednesday.

"What he needs to do is demonstrate that he is committed to something over time," Del Beccaro explained.
"In foreign policy, the main currency is consistency and keeping your word," he said. "Unfortunately, for the last three years, four years and five years, he's consistently broken that word."
Because Obama has broken his word, "there's really not much someone can hear one time after four or five years of disappointment that's going to turn it around," the former chairman of the California Republican Party said.
"The most important detail he can give today is that he has put together a coalition of countries that are resolved," Del Baccaro said.
However, "he shouldn't say to them that he's going to put a certain amount of troops or that he's not going to put a certain amount of troops."
"He should make them guess the whole time, but he has to show that he's put forth a committed coalition."
