Sen. Ron Johnson: Obama's Speech Must Articulate Clear Goals

President Barack Obama needs to stand before the American people Wednesday night and "clearly articulate" what America's goal is to defeat ISIS and to demonstrate that "he's completely committed to that goal," Wisconsin Sen. Ron Johnson said Wednesday on Newsmax TV's "America’s Forum."

"He's had a strategy. It's been one of withdrawing from the world," Johnson, a Republican who sits on the Senate Committee on Homeland Security and Government Affairs, said. "That strategy hasn't worked."

Obama is scheduled to deliver a speech Wednesday night about the United States’ strategy to combat ISIS in the Middle East.

It comes after Obama has repeatedly bungled the crisis, according to critics — first by  calling ISIS a "JV team," and later characterizing the violent terror group as "manageable" and saying America had no strategy to fight it.

Johnson voiced concern about Obama saying it could take three years to defeat ISIS, which has beheaded two American journalists and raped, tortured, and murdered countless others who do not subscribe to their radical Islamist beliefs.

"That's like having a hornet's nest in your back yard and saying we have to take care of that thing and then you go out there and you poke it with a stick for three years," Johnson said. "That's not good enough. We need to commit to the destruction and the obliteration of these evil barbarians. I want to hear President Obama commit himself and this nation to the obliteration and the destruction of ISIS."

Johnson said he favors crafting new authorization for use of military force that would give Obama, and any future president, the authority to combat global terrorism.
"The president has the authority, at least short term under the War Powers Act, to do what he needs to do to keep America safe," he said. "On the other hand, I was part of a bipartisan group of senators in the White House in July talking to the White House counsel about a new authorization for the use of military force, which I support."

While the United States can defeat ISIS, "al-Qaida has metastasized into other forms and other areas of the world," Johnson said. "An American president is going to have to have the authority over a number of years to confront that asymmetric threat."

Obama committed an "historic blunder" by not leaving a "stabilizing force behind in Iraq, like America did after WWII in Germany, Japan, and after the Korean War in South Korea," Johnson said.

"Look at how successful those nations are now because of the stability only America can provide, the leadership only America can provide. Iraq is disintegrating because we didn't consolidate the hard-fought gains. America is the world's leader. If we don't lead, if we withdraw, vacuums and voids are created in this world, and very evil people, very evil bad things fill those voids. That's what we're witnessing in Iraq today."

While he’s happy the president is no longer "denying reality," Johnson said building a coalition of willing Western nations and regional Arab states should have begun after ISIS took Fallujah, if not earlier.

"This is a clear and present danger to America and to Americans, and we ignore this threat at our own peril," he said, adding that ISIS has made its intentions clear. "Establish a caliphate, an Islamic state, and utilize it as a base of operation to attack the West. I have no idea why they harbor to such ill will toward the modern world, but they do."
