Wednesday, 22 October 2014 04:15 PM EDT

There is no question the horrific day of shootings in the Canadian capital of Ottawa was a terrorist attack — and a wake-up call for both Canada and the United States, according to Steve Emerson, founder of The Investigative Project on Terrorism.

"It's clear it was a terrorist attack, the only question is, who perpetrated it?" Emerson said Wednesday on "The Steve Malzberg Show" on Newsmax TV.

"All the practice drills in the world don't mean anything until the real thing and here they hit the vulnerability spots by actually carrying out an attack.

"Fortunately, there wasn't a lot of loss of blood, of life, but yesterday they lost a policeman and today soldiers were shot and it definitely points to the weakness in the security system."

Emerson — author of “Jihad Incorporated: A Guide to Militant Islam in the U.S.”, published by Prometheus Books — added:

"This is a wake-up call in terms of our vulnerability and the need to recalculate how we protect our government officials and our institutions."
