"It's the Islamic concept of war as it was made clear in the Koran. It was also made clear at the end of the life of Muhammad where he said, 'I've been made victorious with terror cast in the hearts of the enemy.' This is what the real jihad is all about."

Siegel, author of "The Control Factor: Our Struggle to See the True Threat" published by Hamilton Books, says the beheading of Foley is just the beginning of ISIS' war against the United States.

"There's a kind of almost devilish silver lining in that it's going to force the West to really have to give up some of the delusions it's [had] by its own choosing — desperately hanging on to protect itself from seeing this threat for what it really is," he said.

ISIS has threatened to execute another American reporter.
