A GOP donor who has given less than $1,000 filed suit against the Republican Party over its failure to repeal Obamacare, accusing the GOP of fraud and racketeering, The Virginian-Pilot reports.

The Republican Party "has been engaged in a pattern of racketeering which involves massive fraud perpetrated on Republican voters and contributors as well as some independents and Democrats," read the lawsuit, filed by retired attorney Bob Heghmann, The Pilot reported.

Heghmann's case: Republicans raised hundreds of millions on the promise of repealing the Affordable Care Act, but knew it wouldn't be able to, The Pilot reported.

Heghmann donated $875 to the state GOP when he lived in New Hampshire, but has not donated to the national party, the Pilot reported.

But he's out to get his and all other donations returned, the Pilot reported, or coerce Republicans to pass healthcare under the threat of losing financial support.

"If the candidates don't deliver, it's incumbent on the RNC to go to the candidate and say, 'You can't do this,'" Heghmann told The Pilot.

"When you do a test case, you always want the most outrageous circumstances you can get. You want black and white; you don't want gray. This is black and white."
