Republican Sen. Ron Johnson on Wednesday said he endorses a plan to kick healthcare down to the states because "we just mess things up" in Washington.

A guest on Fox News' "Fox & Friends" morning show, Johnson said he backs a plan being supported by Sen. Lindsey Graham that would send healthcare down to the states in the form of a block grant.

"I think that is a pretty solid proposal. Let's get this decision-making on healthcare out of Washington, D.C. We just mess things up," Johnson told Fox. "Push down to the states where for example, Medicaid can be managed more far more effectively and efficiently than out of Washington, D.C."

Graham on Tuesday said it's the best idea that has yet to be tried.

"Take all the money you would spend in Washington on healthcare, block grant it back to the states, and let them design healthcare systems closer to your family," said Graham. "This would empower state choice; it would empower consumers."

Johnson said the key to passing that or any healthcare plan is to put lawmakers in the same boat as everyday Americans.

"Purchasing their healthcare plans on the Obamacare exchanges without an employer contribution — that is exactly the way the law was written, the way it's debated and voted on.

"Yet, President [Barack] Obama, face it, leadership from both parties circumvented the law, put themselves in this favorable position. That has to end so that members of Congress get serious about fixing this mess."
