Immigration Presents Dilemma for Obamacare

Healthcare legislation and immigration legislation are intertwined in the Obama administration’s agenda. Universal healthcare (the current label for nationalized medicine) is essential to restructuring the republic, as is open-border immigration to restructuring the electorate.

President Barack Obama’s election was achieved partly because of the minority vote. As a fresh charismatic face in politics, he received 74 percent of the Hispanic vote, in return for his support of comprehensive immigration reform with a “pathway to citizenship” for illegal aliens and their extended families.

The Obama campaign for change was designed to move the United States from its discriminatory past to a secular-progressive Utopia. It’s good to recall that in George Orwell’s utopian barnyard, some animals were “more equal than others”. A borderless nation, universal healthcare, energy taxes to end climate change, and reconciliation in lieu of war make up the Obama administration’s 21st century agenda. The president and his radical Democrat supporters rely on simple slogans, political operatives, a pliant newsmedia, a sycophant academia to exploit racial frustrations, and class warfare. Not in vain did Obama study at the knee of Saul Alinsky, architect of the anarchy that has come to be known as Chicago politics.

Obama has hardly been idle on immigration. An oft-delayed White House immigration conference was held June 25. In attendance was Sen. Charles Schumer, D-N.Y., the designee to author the latest immigration-amnesty bill.

That same month, 80 percent of Americans opposed providing healthcare coverage for illegal aliens. The Obama administration realizes that U.S. citizens are opposed to benefits, including medical care, for foreign nationals in this country illegally, while immigrant advocates demand healthcare coverage for illegal aliens in the current bills¬¬, creating Obamacare’s immigration dilemma.

In July, Democrats unanimously defeated a House healthcare bill amendment sponsored by Rep. Dean Heller, R-Nev. His amendment would have prevented illegal aliens from using the so-called “public health insurance option” by requiring “citizenship verification” –– that phrase most dreaded by open-borderites.

The Pelosi-Waxman Bill

The Heller amendment was meant to preclude illegal aliens from obtaining Obamacare benefits, but Democrats argued that the America’s Affordable Health Choices Act of 2009 (H.R. 3200, aka the Pelosi-Waxman bill) already had Section 246, “No Federal Payment for Undocumented Aliens.” On first glance, Section 246 would preclude illegal aliens from healthcare coverage. It is, however, a ruse, for Obama plans to put “undocumented” aliens on a pathway to citizenship, thus solving the dilemma, even if it bankrupts the country.

A reading of H.R. 3200 finds it to be a voluminous and sloppy piece of legislation. Ambiguous and intentionally confusing language leave its thousands of sections open to interpretation. For example, Section 123 would create a Health Benefits Advisory Committee to decide who gets what benefits, thus introducing healthcare rationing and “moral-obligation considerations” for providing rationed healthcare to all “individuals”. Section 141 would create a health choice commissioner, who would select your benefits. Section 202, which would create a Health Insurance Exchange, uses the term “individual” rather than citizen and opens the door for a government/public option.

Section 1149 would create a Medical Payments Advisory Commission, whose members would serve on what could well act as a “death panel,” for where payments were refused, deaths would result. Sections 1151-1152, Hospital Readmissions and Post Acute Care (PAC), call for pilot program evaluations of Medicare recipients and their medical procedures (a rationing device). Section 1154, which calls for payment adjustments for home healthcare, is another such device.

Section 204(b)(7) and Section 1222 call for reimbursement of cultural and linguistic services, in other words, interpreters, despite the U.S. citizenship requirement of English proficiency. Section 1233 Advance Care Planning Consultation (ACPC), sub-section E calls for end-of- life services, when ACPC determines a significant change in a senior’s health condition. These are but a few examples in the bill, which ends with Section 2541.

In support of the legislation, immigrant advocates assert a “moral obligation” to provide healthcare for all “Americans” regardless of their immigration status. Speaker Nancy Pelosi in March told an audience of illegal aliens, “You are very special people. You’re here on Saturday night to take responsibility for our country’s future. That makes you very, very patriotic.”

Pelosi added that enforcement of existing immigration laws is “un-American.” She used this term again on Aug. 10 in USA Today, when she wrote that those opposing HR 3200 are “un-American”.

The current Hispanic population in the United States, according to 2008 Census figures, stands at 46.7 million individuals. How many of these men, women, and children are here illegally and how many illegal aliens went uncounted remain matters of conjecture. Immigration advocates place the number of illegal aliens from all nations at 11 million to 12.5 million. Other demographers put the number at from 20 million to 36 million undocumented immigrants. Providing medical care for a number of this magnitude with our current number of doctors and current federal debt is indeed a dilemma.

Solving the Dilemma

Of the estimated 47 million uninsured in the U.S., nearly half may be in the country illegally. Because Obama means to transform illegal aliens into U.S. citizens, he can say with a straight face, that undocumented aliens will not be covered under the new healthcare legislation — they will all be citizens.

Work is under way on a comprehensive immigration bill to follow on the heels of Obamacare. The cost of including illegal aliens in Obamacare will run in the hundreds of billions of dollars. In addition, universal healthcare will serve as a giant magnet pulling even more illegal aliens across U.S. borders, people who otherwise might have been dissuaded by the troubled U.S. economy and loss of jobs. Estimates are that a million illegal aliens arrive each year in the United States. With universal healthcare, that number can be expected to multiply, as other countries ration their healthcare coverage.

Zbigniew Brzezinski, in 1993, wrote in “Out Of Control––Global Turmoil on the Eve of the 21st Century” that “The ethnic and cultural composition of America is changing profoundly. By the year 2010, one out of every five Americans is likely to be of Hispanic origin, one of African or Asian origin, and three European.” His prognostications fall close to the mark. He opined that in the not-too-distant future, America will likely mirror the cultural and philosophical cleavages that already divide the world. In short, America is in the process of becoming a Third World country with the very rich and the very poor, especially if the Obama administration has its way.

The double whammy of universal healthcare and comprehensive immigration reform during a recession could signal the end of the United States as the Founding Fathers envisioned it. When Benjamin Franklin was asked by a woman in the crowd outside Independence Hall in Philadelphia, “Mr. Franklin, what kind of government have you given us?” he replied, “A Republic, Madam, if you can keep it.” Franklin too was a prognosticator.
