WASHINGTON (AP) — The House has cleared the way for final action in Congress on legislation to avoid a Jan. 1 increase in income taxes for millions and renew jobless benefits for the long-term unemployed.
The bill includes a 2011 cut in Social Security taxes.
The Senate passed the measure on Wednesday, and a House vote is expected around midnight.
Liberals oppose the bill because of a generous estate tax provision, but even some of the measure's critics concede it will pass without changes.
President Barack Obama negotiated the deal with top congressional Republicans in the days following midterm elections.
