Gregg: Nuke the Budget Procedures

The budget process has become so flawed, it should just be dumped, says former New Hampshire GOP Sen. Judd Gregg. Instead, Congress should implement bipartisan fiscal reform, he says.

“As we enter the official budget season for Congress, one outcome is certain: There will be no budget,” Gregg writes in The Hill. “There is no conceivable scenario that allows the Republican House and the Democratic Senate to produce a budget on which they could agree.” And the White House is no help either, he says.

The solution: “A series of legislative acts that would actually move the ball down the field on fiscal reform,” Gregg writes. “This has to start with the recognition that nothing is going to happen, … unless it is done through bipartisanship.”

The focus should be on Social security, energy, budget process reform, tax reform, even immigration reform, he says.
