Howie Carr: Immigration System Not Broken, but Enforcement Is

Boston Herald columnist Howie Carr said Monday on Newsmax TV's "America's Forum" that the U.S. immigration system is not broken, but the enforcement of it is.

"You cannot have a country with no borders," Carr warned.
