Donald Trump decried the number of murders in Chicago in 2016 and strongly suggested it is time for Chicago Mayor Rahm Emanuel to seek federal help.
Trump had made Chicago's soaring murder rate an issue during the campaign.
During the race for the White House, Trump had said: "You walk down the street, you get shot. In Chicago, they’ve had thousands of shootings, thousands since January 1. And I say, 'Where is this? Is this a war-torn country?' What are we doing?"
The city's murder rate hit its highest mark in 19 years in 2016, the newspaper reports.
