Republicans have introduced a bill that would cut the number of bullets federal agencies can buy. The bill would not apply to the military.
The bill, introduced by Sen. Jim Inhofe, R-Okla., and Rep. Frank Lucas, R-Okla., would limit the amount of ammunition agencies could purchase to the same levels they bought between 2001 and 2009,

The pair say the Obama administration is buying up more bullets than agencies need and storing them in an effort to prevent American citizens from buying them.
In hearings last week, Republicans grilled the Department of Homeland Security Secretary Janet Napolitano on the issue, but Rep. John Tierney, D-Mass., said the hearing was focusing on “conspiracy theories” that have no place in the hearing room.
Even the National Rifle Association agreed, saying that there are enough threats to the Second Amendment without making one up. Lucas had heard from so many angry constituents on the issue he felt compelled to introduce the bill.
The bill, called the Ammunition Management for More Obtainability (AMMO) Act of 2013, will preserve the rights of gun owners, Lucas said.
