Kentucky Sen. Rand Paul is incapable of having a debate on the nation's intelligence programs, charged fellow Republican New York Rep. Peter King, a member of the House Homeland Security Committee.
King's argument harkens back to March 2013 when Paul voiced concerns on the Senate floor over the possible domestic use of drones. At that time, Paul launched a filibuster over the issue to protest the nomination of John Brennan to head the CIA.
During the filibuster, Paul said, "They shouldn’t just drop a Hellfire missile on your café experience."

King suggested that Paul brought the discussion to a "hysterical level" that was "feeding into paranoia" when he said he "didn't want Americans having coffee at Starbucks being killed by drones."
"He talks about the CIA trying to kill Americans, having coffee in Starbucks," King told MSNBC's "Morning Joe" on Wednesday. "We do need an intelligent debate, and I don't think Rand Paul is capable of having that debate."
Paul "appeals to the lowest common denominator," King said, adding that Paul's views stemmed from "an isolationist wing from the 1930s."
