Pennsylvania Republican Rep. Tim Murphy is urging President Barack Obama to tighten the federal government's quarantine rules on Ebola and start with a cautious policy, until more was known about the disease and a vaccine was available.

Murphy told MSNBC's "Morning Joe" that the government could not "just use the issue of whether or not a person is totally symptom free, at this point, as the measure."

"We start off with an abundance of caution and restrictions," Murphy said Friday. "What's key here, until we have a vaccine for this virus, until we have a cure for this virus, is containment."

President Barack Obama on Wednesday suggested the policy for healthcare workers exposed to Ebola needed to be "based on science," and questioned whether a mandatory 21-day quarantine would dissuade people from volunteering to treat the disease.

Several states, including New York, New Jersey, Virginia, Florida, Illinois, Maryland, and Georgia have implemented quarantine policies for Ebola that are more restrictive than federal guidelines.

Centers for Disease Control and Prevention Director Tom Frieden defended a less stringent approach, claiming it was "highly unlikely" Ebola would be transmitted to the public. Murphy explained that "highly unlikely is the operative word here."

"What's key is that there are still some areas of lack of knowledge. We know that Ebola is aggressive in trying to find new hosts. And, luckily, it has not spread farther in the United States, because a lot of steps are taken with some isolation and some levels of quarantine," he said.

Murphy's plan for people who had been exposed to Ebola was to stay out of public places for a 21-day period, keep a distance from others, monitor for symptoms, and have someone else report issues, such as temperature.
