Sister of Pennsylvania Man Killed by Cops Say He Was Bipolar

The sister of a Lancaster, Pennsylvania, man shot and killed by police said he was bipolar, schizophrenic, and off his medication.

Rulennis Munoz talked about her brother, Ricardo Munoz, in a Monday interview with Lancaster Online.

"He was sick,” she said. “It's not a crime to be sick.”

Family members said he had been diagnosed with bipolar disorder and schizophrenia and was off his meds.

His sister said she had called a crisis intervention organization and a non-emergency number for police to see how she could get him involuntarily committed on Sunday afternoon.

"He had an episode,” his sister said. “He was just incoherent and acting out. I called to find out what the procedure was to get him some help."

Fox News noted police arrived at his mother’s home around 4:25 p.m. They say he burst through the front door and charged at them. Bodycam video shows him holding a knife, according to Fox News.

He was shot multiple times by police and died. His death set off unrest in Lancaster. Police cars were vandalized and fires were set. Police launched tear gas to disperse the crowd.

Lancaster Online noted Ricardo Munoz, 27, was facing trial in October for a multiple stabbing in March 2019. When cops arrived to that call, he was holding a knife to his own throat and had to be Tasered, according to Fox News.

It said he was charged with four counts of felony assault and was free on $1 million bail.
