Ill. Governor Plans to Skip $77 Million in Raises

SPRINGFIELD, Ill. — Illinois Gov. Pat Quinn is proposing canceling raises for thousands of state employees to help cope with the state's budget crisis.

People with direct knowledge of the governor's plan said Friday that skipping the 2 percent raises would affect nearly 30,000 workers and save $77 million. They spoke to The Associated Press on condition of anonymity because they were not authorized to speak about the plan.

The state promised the raises in union contracts. But Quinn says the promise is void because lawmakers passed a budget without money for the raises.

One person with knowledge of Quinn's plan says 14 state agencies wouldn't have enough money to keep operating if they had to pay higher salaries.

The main union for Illinois workers had no immediate comment.
