In a speech during the ceremony, Combs noted that Fort Knox is an important hub in attracting and recruiting soldiers. She praised the work Smith has done to improve the post and develop new strategic approaches for Cadet Command. Combs said her goals include making sure Smith's vision is carried out.

Smith has been named deputy chief of staff of operations at the International Security Assistance Force in Afghanistan.
