The signing of the protocol would oblige Tehran to open up its nuclear facilities to more intensive U.N. scrutiny without prior notice. So far, 93 states have signed the protocol.
Kharrazi also said that the Iranian government should be accountable to public opinion inside Iran as the "people have the right to question the measure taken by the Iranian authorities."
Despite signing the Comprehensive Test Ban Treaty and Nuclear Non-Proliferation Treaty, Tehran is still deprived of many of its rights and there are many sanctions and forms of pressure in effect, he added.
Reiterating Iranian officials' statements that the Islamic republic has always acted transparently with regard to its nuclear activities, Kharrazi said his country "would not oppose other Western countries' contribution to construction of any (nuclear) power plant in Iran."
