Former U.S. Ambassador to Russia Michael McFaul said Wednesday that President Donald Trump had "done more damage to NATO in 18 months than Soviet and Russian leaders achieved in seven decades."

"Why?" McFaul, who served under former President Barack Obama, asked on Twitter:

At the NATO summit in Brussels on Wednesday, President Trump called on allies to raise their defense spending to 4 percent of economic output.

He also ripped Germany, accusing it of being a "captive" to Russia over its support for an 800-mile Nord Stream 2 gas pipeline under the Baltic Sea, though the president later said after meeting with Chancellor Angela Merkel the U.S. had "a tremendous relationship with Germany."

Trump meets Monday with Russia President Vladimir Putin in Helsinki.
