The discussion over the Deferred Action for Childhood Arrivals program has "hijacked" the work on legislation needed to keep the government's operations funded, Sen. John Cornyn said Thursday, but unless the immigration issue is worked out, he does not think Democrats will let the funding bill passed.

"We all understand the importance of keeping the lights on here in the nation's capital while we're working on this other deal, these other deals," the Texas Republican told Fox News' "Fox & Friends." 

"Unfortunately, the DACA discussion has really hijacked everything else, including the negotiation over budget caps, funding the military, children's health insurance, and other important programs."

Unless DACA is worked out, Cornyn added, "I don't think the Democrats are going to let us pass the funding for the military and these other priorities."

Last Thursday, President Donald Trump rejected a bipartisan deal on DACA, and Cornyn said he gives the senators credit for trying.

"It wasn't strong enough for border security for me and didn't satisfy the president's demands," said Cornyn. "All of us want to get to a deal, but it will have to include border security. It will have to include something on the Visa lottery as well as chain migration for the president to sign it. So we're working on it."

The House is expected on Thursday to vote for a one-month budget extension, including funding for the Children's Health Insurance Program.

Trump tweeted Thursday that CHIP should have a long-term solution, but Cornyn told Fox News he does not know what the president meant by his tweet.

"[It would] reauthorize the chip program, I believe, for five years, so it is not just a 30-day extension," said Cornyn.

Meanwhile, Cornyn said a bipartisan solution will be needed on DACA, but he feels confident the matter will work out.
