Sen. Joe Manchin said Sunday he's sure President Donald Trump would sign legislation he co-sponsored with Sen. Pat Toomey, R-Penn. to strengthen background checks for gun purchases — and he thinks he would have signed it had he been president back in 2013, when the bill was introduced.

“If President Trump had been president in 2013, that bill would have passed,” the West Virginia Democrat told CBS’s “Face the Nation." "President Trump has said background checks are needed...this makes common sense. It keeps [guns] out of the hands of the wrong people."

Manchin, also appearing on CNN's "State of the Union," told host Jake Tapper that he believes in his "heart of hearts" that Trump would sign his bill, which failed in the Senate in 2013. It's now getting a renewed look after the Feb. 14 school shootings that left 17 dead in Parkland, Florida.

When terrorists go online, it's said that if they want to do harm to Americans, they can go to gun shows and buy what they want, Manchin told CBS.

"You have to respect the law-abiding gun owner, that they're not going to sell the gun" to criminals or terrorists, said Manchin. "They're going to do the right thing. But when you don't know them, and a transaction is commercial, you should make sure you have a background check. That's all we've said."

If Trump comes forward and puts his support toward the bill, Manchin told CBS, that would "give Republicans enough cover to support this in the most reasonable, responsible way."

Further, Manchin said that his bill wouldn't take guns away from any law-abiding gun owner.

"I'm going to protect the Second Amendment, right?" he told CBS. "But we have to make sure that we're moving in a way that we can get something accomplished. How do you secure the schools? How do we make sure that the children — the only fear child should have, did they do their homework and are they ready for the test??
