Sen. Manchin: Tax Reform Bill Brings No Guarantees

There are no guarantees involved in the tax-reform legislation coming up for a vote this week, Sen. Joe Manchin, D-W.Va., said Monday, so he will not be crossing the aisle to cast his vote with Republicans to pass the measure.

"First of all, it's not permanent for the individual," Manchin told Fox News' "America's Newsroom." "You know, if we'll put our priorities based on our values, they're the ones that need it most, a permanent tax cut."

The plan calls for tax cuts for 10 years, which Fox News' Bill Hemmer argued "is better than nothing."

"They make $84,000 a year, instantly it's $2,000 in their bank account," Hemmer said. "Sounds like a good deal."

Manchin also argued part of the bill ends Obamacare mandates, which will disrupt the nation's insurance markets, but his main hold up is about whether the bill will hurt the deficit.

"There is no guarantee and no trigger to prevent us from going off the financial cliff," said Manchin, even though he does hope arguments of increased prosperity for the new law come true, and he does agree reform and reductions are needed.

"I've been able over the last three months to share with the White House and share with my colleagues the four different timelines, and things we would agree on or that we could discuss," the moderate senator said. "Once they decided it would be a partisan bill only with 51 votes needed as Republicans, we were no longer in the mix."

Manchin said he does not believe any Democrats will vote for the tax reform bill, especially considering the nation's debt of more than $20 trillion.

"As soon as this is passed, they'll come back and ask for more tax credits to be given away for the extenders," Manchin said. "If you had true tax reform, you wouldn't need that. In January, they'll bust the budget caps because our military, we were all briefed on how desperately the military needs money."
