James Clapper: Russia, China Are Urgent National Security Threats

Russia and China are the top threats to U.S. national security, said James Clapper, former Director of National Intelligence.

Russia will continue to try to undermine the U.S. as long as Russian President Vladimir Putin remains in charge, while China is the biggest long-term threat because of its "scientific and technical prowess," Clapper said in an interview with Axios.

"They want to exploit our schisms and the polarization in this country and unfortunately we are a ripe target. It starts with Putin, who has intense animus for this country and the values it stands for," Clapper said about Russia.

"They’re waging this sort of soft war against us, and the other dimension that nobody pays too much attention to is their strategic nuclear weapons arsenal modernization," said Clapper, who was the national intelligence director during the Barack Obama administration, and also served in intelligence posts during the administrations of George H.W. Bush, George W. Bush, and Bill Clinton.

"They’re doing all this with one adversary in mind — the United States. So Russia, in my mind, poses a huge threat to this country and we should pay a lot more attention to it, starting with the president," Clapper said in the Axios interview.

About China, Clapper said he was "not sure" the U.S. was keeping up with their technological advances.

"They are very committed to what they’re doing in areas like artificial intelligence, genetic engineering, quantum computing. And I’m not sure we’re keeping up," Clapper said.

"And they too have embarked on a very aggressive, impressive, and scary military modernization strategy, which is keyed exactly to what they believe are our strengths," Clapper said.

Clapper has been a critic of President Donald Trump. He said he was concerned about Trump’s criticism of the Justice Department and the FBI. "I think our institutions are under assail here, those which I have spent about 50 years of my life trying to defend," Clapper said Wednesday on PBS’s "NewsHour."
