Dems Aim to Press GOP for $1T More, Including State Aid

House Democrats did not return to Washington, D.C., like the Senate on Monday, but they did get on a call with Speaker Nancy Pelosi, D-Calif., to plan another $1 trillion Phase 4 coronavirus relief package.

The private call pushed House Democratic committee chairs to bring their proposals forward by the end of the week, potentially setting up a vote next week, if the House is called back from recess, Politico reported.

"We have to think big," Pelosi said on the call, per the report.

Pelosi vowed to address the need for state and local funding in the bill, after comments from New York Gov. Andrew Cuomo saying he would have pressed for it in past bills already.

"Just calm down, we will have state and local and we will have it in a significant way," Pelosi told CNN's "The Lead" on Monday night.

Pelosi also told CNN's Wolf Blitzer "no way" to President Donald Trump's deal-making call for a payroll tax cut for American workers.

Republicans have been wary of House Democrats' attempts to pile non-coronavirus related initiatives on the next coronavirus relief bill, particularly after the $2.2 trillion one included some Democrat-pushed items that did not directly pertain to coronavirus impacts.

Pelosi has previously expressed a desire to bring the House back in session next week. House Majority Leader Steny Hoyer, D-Md., did not give a specific return date on the call, but he did say members wary of returning would be given advance notice in order to plan.

The push for a bill be week's end might be a House Democratic effort to shape the bill to their liking, since the Senate is already in session and waiting would set the House back, per the report.

"Whether it's access to credit or access to care, we want to be sure that — as sad as this all is  — that we make progress," Pelosi told CNN's "The Lead" on Monday night.

Among the lurking points of disagreements in the upcoming bill will be the GOP's desire for liability protections for businesses wanting to open but fearful of being sued if someone were to be infected at their business.

House Democrats have considered that request a "red line," per the report.

Otherwise, Republicans are skeptical of any further relief, according House Minority Leader Kevin McCarthy, R-N.C.

"I'm not saying there's not going to be another bill," McCarthy told Politico Playbook on Monday morning. "You just passed $3 trillion. You want to make sure that's implemented and implemented correctly."
