Rep. Henry Cuellar says he's against shutting down the government in any circumstance.
"I've always believed that you don't shut down the government over any issue. The Republicans were wrong over shutting down for healthcare in 2013," the Texas Democrat told CNN'S "New Day" program on Tuesday.
"This time, it's the Dreamers, which I'm very passionate about. What's going to be the next hot issue next year?" he asked.
House Democrats could use the appropriations process to pass a clean Dream Act to support those in the Deferred Action for Childhood Arrivals (DACA) program, The Washington Times reported.

Democrats had held out on voting for the continuing resolution to set temporary funding for the government and end the shutdown, but on Monday many Democrats decided to vote in support of a funding bill, The Washington Times reported.
