Rep. Biggs: Cuts in Foreign Aid, Adding Fees Will Fund Wall

Countries whose citizens repeatedly enter the United States illegally will eventually pay for a wall at the southern border through steep cuts to their foreign aid packages, Rep. Andy Biggs, R-Ariz., said Thursday about a bill he has presented.

"This bill could raise anywhere from $2 billion to $3 billion a year to pay for the wall," Biggs told Fox News' "America's Newsroom."

Biggs said, under his bill, the Fund and Complete the Border Wall Act, countries would get hit with cuts of $2,000 in foreign aid for each person who comes into United States illegally, with the money going into the budget for the wall.

"In Mexico, they'll receive $25 (billion) to $30 billion this year alone in remittance payments right out of our economy going back home, and we don't impose any fee on that," Biggs said.

Biggs is also calling for the border wall to be built by December 2019, which he admitted is "very aggressive."

"The reason it's aggressive is because President [Donald] Trump has said that we could build the wall within a year," Biggs said. "I don't know if that's true or not, but I can tell you this, as long as you keep postponing and you have no deadlines, nothing gets done, and that's why we're where we are today with nothing really happening."

Biggs said it is "critical" to get the bill through the House by the midterm election, as that would send a "very strong signal" to the Republican base and independents who voted for Republicans and help the party keep control of the House and Senate.
