This should be good news for Republicans. Sen. John Cornyn (Texas), chairman of the National Republican Senatorial Committee (NRSC), says voters will base their 2012 votes on what’s been happening in Washington,

"2012 will continue to be a referendum on the policies that have been emanating from here in Washington," Cornyn told reporters at the Capitol. "I think voters will be given a pretty clear choice," between Republican and Democratic philosophies of governing, he said.
Republicans’ success in the 2010 elections owed partly to their ability to make those contests a referendum on what kind of policy was coming out of Washington also. To be sure, the GOP must be a bit careful with that strategy this time around, as it controls the House.
