White House counselor Kellyanne Conway on Sunday denied the Senate healthcare bill would drastically cut Medicaid to states, defending the proposal as "slowing the rate of growth" and giving states more leeway.

In an interview on ABC News’ "This Week," Conway also predicted the Senate would pass the measure, just as Republicans had come together previously to pass the House version.

"We heard the House bill was never going to pass, we heard this guy can never get elected," she said. "We’re confident that the Senate bill will get through…"

Conway also said of criticized cuts to Medicaid in the Senate bill, "we don’t see them as cuts."

"These are not cuts to Medicaid," she insisted, adding: "We're slowing the rate of growth. Obamacare expanded the pool of Medicaid recipients beyond medical intentions."

"Obamacare took Medicaid, which was designed to help the poor, the needy, the elderly, sick, disabled, children, pregnant women — it took it and went way above the poverty line and opened it up to able-bodied Americans," she said, "who should probably see if there are other options for them. If they're able-bodied and they want to work, they'll have employer sponsored benefits"

Conway also blamed the administration of former President Barack Obama for flubbing the Russian interference in the 2016 election — and derided current investigations into the meddling "the never-ending Russia discussion."

"It’s the Obama administration responsible for doing absolutely nothing from August[2016] to January with the knowledge that Russia was hacking into our election," she said. "They did nothing. They're responsible for this. Nobody has any evidence of collusion… How could you not reveal information? When the president found out about it in January, he said it was a disgrace… I think the previous administration has questions to answer…"
