Sen. Chris Coons said Monday the immigration bill he's offering with Sen. John McCain, R-Ariz., to offer Dreamers a pathway to citizenship is a way to restore the debate in a "positive direction" in the Senate, even if President Donald Trump said Monday he'd reject that bill or any others that do not include funding for a border wall.

"This is a copy of the bill that has been championed in the house by Republican congressman Will Hurd, who has 800 miles of Texas border in his district near El Paso and Pete Aguilar, of Southern California," said the Delaware Democrat during an MSNBC "Morning Joe" interview. "It has 27 Republican co-sponsors and 27 Democratic co-sponsors in the House. "

It's important to focus on the fact that the same bill has a block of Republican co-sponsors that's roughly the size of the powerful House Freedom Caucus, said Coons.

The bill does need more border investment, he acknowledged, but does lay out a plan toward securing the border by 2020, said Coons.

"I expect that in order for this to be embraced by Republicans as the solution that will get us moving forward towards fully funding domestic and defense spending, we will need to add some border funding to it," he told the program.

However, Trump, through a tweet Monday, firmly dismissed any DACA deal that does not include both border security and the "desperately needed wall."

Even though the bill does not allow funding for the wall, it does provide $550 million in grants for the Department of Homeland Security over five years to beef up border security.
