President Donald Trump notched a major victory Thursday with a federal judge's temporary injunction halting a California law aimed at forcing the president to release his tax returns.

District Judge Morrison England Jr. said Thursday he will issue a formal ruling by Oct. 1. California is expected to appeal.

Califiornia's Democratic Gov. Gavin Newsom signed the bill into law in July. It requires presidential candidates to release their tax returns in order to appear on the California primary ballot.

"These are extraordinary times and states have a legal and moral duty to do everything in their power to ensure leaders seeking the highest offices meet minimal standards, and to restore public confidence," Newsom said at the signing, the HuffPost reported.

"The disclosure required by this bill will shed light on conflicts of interest, self-dealing, or influence from domestic and foreign business interest."

Trump is the first president in four decades to not release his tax returns, which could reveal his his financial dealings.

But California's law was seen as controversial even among Democrats, the HuffPost noted.

Lawyers for Trump and Republicans argue it violates the Constitution by adding an additional requirement to run for president. They also said a federal law requiring presidents to disclose financial information supersedes state law.

The Associated Press contributed to this report.
