Lawmakers on Capitol Hill need to eliminate old and bloated laws that are clogging up the government, according to Philip K. Howard, founder and chairman of Common Good.
"The most important priority for America today is for Congress to go back and clean out old law. The law has piled up like sediment in a harbor,'' Howard told Mary Walter on "The Steve Malzberg Show" on
Newsmax TV.

"Every single government program is broken … so you have to adapt and change and fix them."
Howard — author of
"The Rule of Nobody: Saving America from Dead Laws and Broken Government" — said one prime example are the nation's special education laws.
"A perfectly good idea. Before we had them we locked up special needs kids in horrible places like [the Staten Island, N.Y., institution of] Willowbrook," he said.
"[But] special ed law has evolved over the last four years so it now consumes over 25 percent of the total K-12 budget.
"There's nothing for gifted children, there's nothing for early education. Is that the right balance? Nobody's even asking the question."
