The IRS targeted not only tea party groups but also educators who teach the U.S. Constitution, says Nicholas Quinn Rosenkranz, a Georgetown University law professor and a senior fellow in constitutional studies at the Cato Institute.
"Everyone is aware now of the IRS targeting tea party organizations," Rosenkranz said Monday on "the Steve Malzberg Show" on
Newsmax TV.

"They [also] were to, quote, 'be on the lookout' for folks whose mission statement was education.
"It's relatively easy to understand the mindset of the official who thought to target the tea party . . . but to decide to target the educators of the U.S. Constitution is really quite shocking, because everybody's really on the side of the U.S. Constitution . . . It's very troubling."
Rosenkranz said there is no evidence to suggest that President Barack Obama gave the order to eyeball educators.
"But the obligation and the take-care clause is supervisory . . . he should've known, he should've been supervising his IRS," he said.
The IRS has been under fire for allegedly targeting conservative groups seeking tax-exempt status.
