Voter fraud could tip the results of some races in next week's midterm elections, says Andrew Kloster, a legal fellow at the Heritage Foundation.

"We’re seeing a lot of narrow races, many narrow races across the country. If you look at RealClearPolitics polling, there are many races within the margin of error.
"Historically we have many examples of elections that were overturned or vacated by courts because someone won an election and the margin of victory was less than the number of fraudulent votes cast."
Kloster added that the "vast majority" of instances of voter fraud are perpetrated by the voter and not by the person counting the votes.
