Rep. Lamar Smith told Newsmax TV on Thursday that the revised American Health Care Act passed by the House included $8 billion for states over five years because "it just is absolutely politically impossible for them not to cover pre-existing conditions."
"They're going to have what's called high-risk groups that individuals will be in," the Texas Republican told "The Joe Pags Show" in an interview. "If they are in that category, they've got monetary incentives to cover individuals with pre-existing conditions.
"You have to pay for everything.
"It's not free, but individuals with pre-existing conditions will have access to healthcare."
