Intel Report Alleges Ukraine Plot to Aid Biden Campaign

By    |   Thursday, 26 March 2026 12:19 PM EDT

U.S. intelligence intercepted communications in late 2022 in which Ukrainian officials allegedly discussed diverting hundreds of millions of U.S. taxpayer dollars meant for clean energy and infrastructure projects to benefit then-President Joe Biden's 2024 reelection campaign.

The Democratic National Committee would also benefit, according to a declassified intelligence summary obtained by Just the News.

The report states that Director of National Intelligence Tulsi Gabbard recently learned of the intercepts and asked the U.S. Agency for International Development to search for records to determine whether the alleged scheme was carried out.

She also requested a review of whether a criminal referral to the FBI is warranted.

Officials told Just the News that Gabbard's team has not found substantive evidence that the allegations were thoroughly investigated during the Biden administration. They also said the communications are not believed to be tied to Russian disinformation.

"The Ukrainian Government and unspecified U.S. Government personnel, through USAID in Kyiv, reportedly developed a plan that would provide hundreds of millions of US taxpayer dollars to fund an infrastructure project for Ukraine that would be used as a cover to send approximately 90% of funds allocated to the DNC to fund Joe Biden's reelection campaign," the declassified summary of the intercepts stated.

"They were confident the project would be funded initially, even though at some time in the future the project would be disapproved as unnecessary. At this time, the money would already be allocated and impossible to return or use for a different purpose," the report added.

Officials said the intercepts referenced two American subcontractors as possible recipients of the money before it was allegedly redirected into Democratic political accounts. Their names remain classified.

"The plan included details of how subcontractors would be funded through U.S. companies so that how the funds were spent and allocated would be difficult to track," the declassified summary stated.

"Additionally, contracts would be executed that would be difficult to verify. In this manner, most of the U.S. funding would be diverted to Joe Biden's election campaign without the ability to track where exactly the funds came from," the report said.

The allegations surfaced as Ukrainian President Volodymyr Zelenskyy's government continued to work with President Donald Trump's envoys on peace efforts. Zelenskyy's administration is also facing renewed scrutiny over corruption issues.

In late November, Ukraine's National Anti-Corruption Bureau and the Specialized Anti-Corruption Prosecutor's Office announced searches tied to Andriy Yermak, then the head of the Office of the President of Ukraine.

"#NABU and #SAPO are conducting investigative actions (searches) at the head of the Office of the President of Ukraine. Investigative actions are sanctioned and are being carried out as part of the investigation," NABU posted on X.

The agencies earlier said a "high-level criminal organization operating in [the] energy sector" had been "exposed" in "Operation Midas."

Yermak later said "the investigators have no obstacles" and that "from my side, there is full cooperation."

In a national address announcing Yermak's resignation late last year, Zelenskyy said that "internal strength is the foundation of our external unity and of our relations with the world."

"And for that internal strength to exist, there must be no reason to get distracted by anything other than defending Ukraine," Zelenskyy said. "I want no one to have any questions for Ukraine."
