Impeachment proceedings should be initiated against President Donald Trump, Rep. Tim Ryan said on Sunday, according to The Hill.

Ryan, an Ohio Democrat who is running for president in 2020, said after reading the Mueller report that it is clear that Trump obstructed justice on multiple occasions.

Ryan, who had previously deferred to the Judiciary Committee on whether or not to impeach the president, said during a CNN town hall that the turning point for him was special counsel Robert Mueller’s press conference last week where Mueller said it was made clear that Trump’s status as president was the only reason why he chose not to indict.

Ryan said that even though impeachment proceedings would not be good for the country, it is his "responsibility" as a congressman to do so, WFMJ reported.

Although Mueller's report found insufficient evidence to charge Trump with conspiring with Moscow to interfere in the 2016 elections, the special counsel did not make a decision on whether the president obstructed subsequent probes into the interference, according to The Hill.

Instead, Mueller outlined 10 instances of behavior that were possibly obstructive.

Although many Democrats have said Trump should be impeached, the party leadership has said any such attempt would be stymied in the Republican-controlled Senate, and the best option is for Congress to use its oversight responsibilities to continue holding investigations of the White House.
