Iraqi Prime Minister Nouri al-Maliki’s visit to Washington last week to plead for help battling al-Qaida was a sign of how far Iraq has fallen, with 40 mass-casualty attacks a month and shadow governments operating in several provinces. But it may be too late to save Maliki from the Sunni backlash or rescue Iraq from the grip of al-Qaida.
