According to a Rasmussen Reports survey released Thursday, 58% of likely U.S. voters say Joe Biden's presidency has been unsuccessful, including 40% who deem it a complete failure.
The survey came less than a week after special counsel Robert Hur concluded that no criminal charges against Biden were warranted, but that there was evidence that Biden "willfully" retained and disclosed highly classified materials when he was a private citizen.
Hur's report noted that "Mr. Biden's memory was significantly limited."
Biden, 81, was already dogged by questions about whether he's too old to serve a second term.
The Rasmussen survey, conducted Feb. 5-7, among 749 likely U.S. voters, has a margin of sampling error of three percentage points with a 95% level of confidence.
